Donna Strugar-Fritsch 
Donna Strugar-Fritsch has more than 30 years experience in health care policy, administration, program development, research and evaluation, and clinical nursing. She earned her bachelor’s degree in nursing from Michigan State University and finished her master’s degree in public administration from Western Michigan University. Donna is a certified Correctional Health Care Professional, National Public Health Leadership Institute Fellow, and licensed registered nurse. She has 18 years of experience consulting with prisons systems, jails, correctional health vendors, and policy makers on best practices in correctional health care and a deep experience with inmate health care. She has also built a strong consulting capacity around the interface of the justice system and the Affordable Care Act. In the past three years, Donna has created and directed two multi-year, multi-million dollar projects funded with State Opioid Response funds in California to advance treatment of Opioid Use Disorder and other addictions in jails, prisons, and across the justice system. Donna is currently a principal at Health Management Associates, and has consulted with a wide variety of clients during her 17-year tenure with HMA.
